Abstract Although the debate on AI regulation is still fluid at a global level and European initiatives are in their early stages, three possible approaches to grounding human rights emerging. One option principles-based approach, comprising guiding principles derived from existing binding non-binding international instruments, which could provide comprehensive framework for AI. A different approach focuses more narrowly impacts of individual safeguarding through rights-based risk assessment. This path followed by Council Europe its ongoing work regulation. Finally, as outlined EU proposal, greater emphasis can be placed managing high-risk applications focusing product safety conformity Despite differences between these models, they all share core concern with protecting rights, recognised key issue them.
